Johnson indicates that BR has sent a cable to President Arif of Iraq that appeals for a halt to the execution of Al-Washi's sister and two other women.

Al-Rawi regrets that his government has "... come to the conclusion that it is not possible for them to accept a delegation" on BR's behalf. Al-Rawi cites various reasons for this change in events including the fact that the invitation was for BR himself, not his representatives, that Khalid Zaki had been associated with anti-government protests, and that Ralph Schoenman had been hailed as "Lord Russell's Jewish secretary" and would therefore have possible "pro-Israeli sympathies".

BR appeals for the end of the arms race in the Middle East and states that "... it is not a secret to anybody that both Israel and Egypt are in the process of developing nuclear weapons."

Eshkol also imparts that "... to return refugees to an Israel surrounded on all sides by Arab governments aiming at her destruction, would mean undermining our state from within."

"The danger here is not atomic but conventional weapons (Hitler destroyed six million Jews without atomic arms)."
