Arif is concerned about the arms race in the Middle East and states that "... a nuclear and rocket contest can, surely, be in no one's true interest". He also appeals to "... leaders of other Middle Eastern states including Israel" to agree to supervision and control of "all nuclear plants and delivery systems for rockets."
