The text is: "I have not enough knowledge to form an opinion on the complicated question of the relations of Jews and Arabs in Palestine, and of the attitude of the British government in this matter." It's the final leaf of the chapter "Morality as a Means" in the ms. of Human Society in Ethics and Politics. Keene was an American Japanologist on a Henry fellowship from Columbia. He wrote about attending BR's lectures in his autobiographies.
