Dear Mr. Read,

I have had some doubt as to what to say to your letter of March 4. I detest the Franco regime, and have little doubt that the accusations brought against it are justified. At the same time, I do not altogether like protesting against political murders in Spain when for every one committed in that country at least a hundred are committed in Russia. I should like a resolution saying that we dislike Franco’s government because it is so closely similar to that of the USSR, and that so long as this similarity persists we find it difficult to welcome Spain as an ally. Unless something of this sort is said, there will be a suggestion of pro-Russian bias.
