Cambridge.

Dear Prime Minister

I venture to send you the enclosed on policy regarding the atomic bomb,1 because a leader in today’s Times suggests a policy which I cannot think wise.

The article I enclose will appear in Cavalcade. I would not trouble you but for the overwhelming importance of the matter.

Yours very sincerely
Russell
