Dear Gilbert,

Thank you for your letter. I am interested and glad of what you say about the first World war. I think the great Powers, with the possible exception of China, are now convinced that a great war must be avoided. If that is accepted, other things will follow in due course. I feel with you that our own country has behaved well on the whole, though I regret the trouble about Cyprus.
