Dear Sir

Thank you for your letter. I have read the accompanying memorandum, and am in general agreement with it. There are, however some points as to which I differ. First: I think Democracy, however vague, should be included. Second: I think a West European Federation will be unstable unless it includes the U.S.A., at any rate from a military point of view. This, however, raises difficulties as to free trade; and of course the USA would not permit free mobility from Europe to America. I am at the moment overwhelmed with business; at a later date, I should be glad to pursue the discussion.
