This retyped and English version of the telegram is not addressed to BR and the BRPF, but the original French telegram (document .172100, record 105772) is so addressed. The text of the telegram is printed in Ho Chi Minh, Iurval av Sture Källberg (Bokförlaget PAN/Norstedts, 1967), p. 79 (in Swedish). In a somewhat different English translation, it is published as "Message to Lord Bertrand Russell" in Ho Chi Minh, Against U.S. Aggression for National Salvation (Hanoi: Foreign Languages Publishing House, 1967), pp. 135-6.
