BR comments on his "deep anxiety" about the death of President Kennedy and mentions that the unofficial investigation of Mark lane is indicating that someone other than Lee Harvey Oswald murdered Kennedy.

BR requests the Soviet file on Oswald as he must have access to all the "relevant material" before releasing his "very significant information concerning the circumstances of the death of the President." BR refers to enclosed documents (not present) which include his article "16 Questions on the Assassination".

Also present is a copy of the letter, TL(CAR).

Tony Simpson provided the following from the "Oswald dossier" compiled by the USSR and sent to the US government (but not to BR).

The Soviet government decided to share with US authorities various official documents about Oswald, such as his health records, compiled during his extended stay in the USSR between 1959 and 1962. The relevant paragraph of Artizov's introduction to the 2025 collection reads:

"The transfer of all these documents was conducted confidentially — and neither foreign governments, nor journalists, nor Oswald’s mother, nor even the British philosopher Bertrand Russell, a great friend of the Soviet Union, were allowed access to the “Oswald dossier.” Although the transferred materials on Oswald were limited in nature and did not allow for a complete picture of his stay in the USSR, the Americans highly valued the transfer itself."
