Eshkol notes that the "... Egyptian war machine is being expanded on a large scale for armed aggression, and that a unified command of Arab armies is shortly to be established." Eshkol also imparts that "... to return refugees to an Israel surrounded on all sides by Arab governments aiming at her destruction, would mean undermining our state from within."
