BR appeals for Israel, along with Arab states, to allow international supervision and control "of all nuclear plants and rocket delivery systems." BR also states that "... no conceivable national advantage can compare to the gravity of a continued arms race."

BR is grateful for the honour of being awarded the International Prize for Literature but regrets that his age prevents him from travelling to personally accept the award.
