Al-Rawi regrets that his government has "... come to the conclusion that it is not possible for them to accept a delegation" on BR's behalf. Al-Rawi cites various reasons for this change in events including the fact that the invitation was for BR himself, not his representatives, that Khalid Zaki had been associated with anti-government protests, and that Ralph Schoenman had been hailed as "Lord Russell's Jewish secretary" and would therefore have possible "pro-Israeli sympathies".
