The handwriting is Edith Russell's. The memo is signed "R." It begins: "For Chris Please draft a polite and friendly letter in reply to Uruguayan F.M.'s letter".

The letter referred to is document .182125 (record 71421). There is a reply, which was not sent, possibly because it did not follow BR's instructions (see document .182128).
