"I enclose a copy of a letter I have received from the Private Secretary to the King of Sweden" (see record 130713).
The enclosed letter from the King's Secretary (C.F. Palmstierna) states: "I shall not fail in submitting this essay to HM the King, as soon as His Majesty will be back from his trip abroad.... Personally I share the opinion of the author that no party is, in principle, willing to wage war."
