This document, a translation from German, explains what Penkaitis' son, Gerhard Paul Penkaitis, has done with respect to obtaining a travel passport. He says that in 1961 the local militia did not register the one he was issued from the German Embassy. After he was forced to apply for a local passport, he applied for one of no nationality.

Both applications were refused. Penkaitis encloses all documents.
