Varkonyi informs BR that his appeal on behalf of Zoltan Laffers has been rejected. Varkonyi mentions that Laffers' conduct was "extremely incorrect" and states that Prime Minister Kadar "cannot support such an attitude". However, Varkonyi does mention that Laffers' travel documents may be validated "... and perhaps after a certain time the competent Hungarian authorities may be able to reconsider a direct request from him."

At the top of the page, in Schoenman's hand, is a rough draft of the letter found at record 68246. At the foot of the page: "The Private Secretary to the Prime Minister Budapest Hungary".

Also present is a copy of the letter, a one-page TLS(X). The copy is in two parts: the top half is document .178959, and the bottom half document .179960.
