The declaration calls the Soviet invasion of Czechoslovakia "... a violation of the principle of self-determination which is a socialist principle."

The declaration has three sections, an introductory statement, a section "To the Communist Parties which have Denounced the Soviet Invasion of Czechoslovakia", and a section "To the British Trade Unions and British Labour Movement".
