Nyerere is President of Tanganyika. BR is concerned about the arms race in the Middle East and asks Nyerere to sign an appeal calling for international inspection and control of "... all delivery systems and nuclear plants." He tells Nyere that "I have written to nine Middle Eastern Heads of State during the past month appealing for an agreement to have inspected disarmament...."
