BR is "... concerned about the forthcoming Summit Conference in Alexandria of the Arab Heads of State."

BR believes that if Israel relates its water project "... to the possibility of settling Arab refugees, and if you [Eshkol] could declare willingness to accept a number of refugees", it could offset the negative overtones toward Israel at the Conference.
