Someone who is referred to by "I" (possibly it is still P.) is working at the York Buildings under E.E.H. (Ernest E. Hunter), whose message P. quotes (see document .079972d, record 119572).
The Tribunal was edited at York Buildings, where the NCF had its headquarters.
